"As graduation time at X@##$%%* once again approaches, the Honors College would like to take this opportunity to show our appreciation to the faculty members and instructors who have taught Honors College courses this year. Without whom we certainly could not continue to provide our students with the first-rate education that they receive. "

Sounds like he might be a Comp Sci PHD. Nouns are important parts of sentences. Whichever you want to refer to.
I'm not sure if that's grammatically defensible, but it sure is awkward.
Dependent clauses should never be alone in a sentence! Ha!
I agree, it's a sentence fragment about the wonderful instructors in the honors college, I guess they're not teaching grammar!
I say it's the influence of advertising copywriters. So rich. So thick. So indulgent.
